Er no. Football is not just about the PL clubs.

Why would anyone follow a club knowing they cannot be promoted because their parent club is in the PL.

How about 'feeder' clubs wherein more loans than usual are allowed between certain clubs (say, Wrexham and Swansea), but once they reach 2nd tier level they can only have the regular amount of loans and promotion/relegation acts as normal for them?

I personally wouldn't like the idea, even though I just thought of it myself.

MLS has it right - Name your roster, has to include so many international players, some many players from the leagues country, and some many brought up from the youth team. Everyone gets a chance, rather than just "whos the best 23 I have". Its not perfect but its certainly something that can be looked at/replicated
