I don't get why CAF have waited this long to decide how to deal with Eritrea's withdrawal and how it would affect the ranking of the 2nd placed sides. The precedent was set by UEFA, who regularly have the issue of having some qualifying groups with five teams and others with six. Their approach has always been to ignore results achieved against sides who finish 6th in the larger groups when ranking the runners up.

The timing does look dodgy, but it is the fairest way to ensure that Niger aren't penalised for something they had no control over.
