which is better system to used when seeding teams in UEFA competitions?

"Uefa should base their seedings on club rather than country"say Celtic and Copenhagen FC allegedly.
 Danish champions FC Copenhagen have made this suggestion.
a) The top 4 leagues [Spain, England, Germany & Italy] keep their 4 Champions League slots,
but not necessarily their free passes into the group phase.
b)Every club that has qualified for the competition,
b.1) ranked from 1 to 79 in an “entry list”
b.2) based on their results in Europe over the 10 previous seasons.
Qualifying round 1, involves 22 lowest-ranked teams,
Qualifying round 2 - the next 13 join in,*
Qualifying round 3 - 12 more join in,*
play-off round:- 12 join in,*
Group stage:- The top 20 seeded teams going straight into it!*
* Plus winners of the previous qualifying round!
