You can hold multiple passports so long as there are valid reasons. People with dual nationality for example will often have 2 passports. In terms of Trump having 3, well money talks and I imagine some countries would be happy to give you a passport if they get something out of it.
yes, ok, Dual nationality could be a reason to hold 2 passports. In case of Trump, the "Make America great again" guy it would've been ironically to hold another nationality too, though (imo). But hey, Hitler was born as an Austrian and became German
He may have special permission to have multiple passports granted, as his work would involve travelling a lot, so in order yo make acquiring visas easier for trips with multiple stops, he probably hold several US passports.
It's fairly common with anyone who does a lot of travelling to have more than one passport, having to send them away to embassies for visas is a ballache if you need to travel in the interim. Also some countries refuse to admit people who have stamps from certain other countries. I think my dad had 3 UK passports when I was growing up Edit: To be clear, just having one is definitely the standard, it's just that having more than one isn't rare or shady or anything.
I have two in two different names, probably because i'm a spy (and definitely not because i'm half spanish). To be honest i'm actually surprised we even have passports in this day and age, the whole idea of a physical thing to "prove" your identity so you can travel to another country feels massively out of date to me
