Because Dortmund were in the 2nd tier when they moved to their stadium, and I assume that was bigger when it opened (even if it's also been expanded since)
Apparently so according to Google and Wikipedia. 52,888 capacity for Bramley Moore Vs 53,872 for Westfalenstadion when it initially opened in 1974. Admittedly that's closer than I thought it would be (I assumed it would have been ~60k initially) and it's probably safe to assume that total isn't all seater, but still a slightly bigger overall capacity.
