It doesn't go down to Goals Scored on head to head. It's still even as Belgium aren't included in the head to head.it goes down to regular GD then goals scored which Denmark win. Finland can't win the head to head group, neither can Russia. It can only be even if Denmark win 1-0 or Denmark can win it if they win by any score other than 1-0 But Denmark likely win GD or Goals Scored on the regular group anyway. Just think of it this way- if all finish on 3pts then Denmark almost certainly go through barring a very unlikely and specific scenario which involves Finland scoring twice but still losing 3-2 and Denmark only winning 1-0.
