How about an all time 20 man squad but you have to have one player who has made a first team appearance for each of the current premier league teams? e.g.

No need for a 20-man squad, you could just require all 20 clubs to be covered. Maybe three bench players could work.

So I am guessing the player is rated over their entire career not just whilst playing or on loan at the club you have chosen them for?
It could be 11, 14, whatever, I'm just saying it doesn't have to be 20. I'm not sure how many people would sign up for a draft that long.
Could also limit the amount of players that could be picked from each club. E.g. once 10 chelsea players were picked, chelsea could be locked. This would depend on number of drafters.

Reserve defined as not starting XI, and starting XI defined as 10 outfield players with most starts and goalkeeper with most starts (tiebreaker will be apperances, than league starts and appearances, than europe starts and appearances, than cup starts and appearances, than league cup starts and appearances, than other competition starts and appearances) e.g. Liverpool's starting XI would be Alisson, van Dijk, Alexander-Arnold, Mane, Salah, Robertson, Henderson, Matip, Fabinho, Jota and Thiago
