The title of the graph is "Identifiable expenditure per capita" so it shows how much tax is spent per head of population of the UK. It shows Scotland spends more tax per head than the three other home nations. The data is a touch out of date as it only goes up to 18/19, which is five years ago, so things may look slightly different now but I wouldn't expect to see a massive change.
